Main purpose of position
Currently we are looking for a Project HSSE Manager, Buciumi Project - Romania, to join our global team. You will lead the creation and execution of the project’s Health, Safety, Security, and Environment (HSSE) management system. You will ensure ongoing maintenance and continuous enhancement of HSSE practices. You will guarantee adherence to internal requirements, legal requirements and other relevant standards. Monitor and manage HSSE performance, ensuring alignment with the company’s operating system and best practices.
Project location – Comuna Buciumi, Judetul Bacau
Main responsibilities
- Support the relevant stakeholders in assuring that the project HSSE Management System is implemented as described in the project HSSE Plan and actively manage all requirements.
- Ensure the design and implementation of HSSE procedures and requirements and disseminate related information.
- Ensure legal permits are in place, maintained, and complied with. In collaboration with management and, ensure compliance with applicable legislation and other requirements. Assist in the overall interpretation and application of HSSE legislation, and international standards applicable to the project, such as ISO 45001:2018 and ISO 14001:2015.
- Liaison with authorities and other stakeholders regarding project HSSE management and report to management. Report on HSSE statistics, incidents and other Key Performance Indicators as required.
- Assist management to ensure effective implementation of the project HSSE program and continual improvement. Manager project HSSE management system documentation.
- Assure contractors’ compliance to HSSE requirements. Review contractors’ tender documentation and participate in kick-off meetings.
- Responsible for management of Scatec project HSSE personnel and coordination of contractor HSSE personnel. Establish communications systems encouraging worker’s participation in identifying and correcting HSSE hazards.
- Stop or pause work temporary where unsafe conditions or work practices are observed, and ensure the situation is safe before work commences; ensure all workers are empowered to stop or pause work if conditions are not safe to proceed.
- Lead the development, implementation, and continuous improvement of road transportation safety strategies and controls across the project in line with the project transportation management plan.
- Ensure that all risk assessments are in place and always applied during work activities, monitor, and record all relevant nonconformities. Participate in pre-job planning and progress meetings for the project. Organize and document project HSSE meetings.
- Ensure all accidents and incidents are reported, investigated and mitigation measures implemented accordingly. Also, to encourage an open attitude towards reporting of incidents and creating an environment for discussions of incidents including sharing lessons learned.
- Ensure emergency procedures established, implemented, practiced regularly and continually improved.
- Plan and execute HSSE internal audits and participate on external audits. Verify that audit recommendations effectively implemented. Review all inspections made by authorities (i.e., insurance, governmental agencies, etc.) to assure compliance and to keep management informed with respect to these inspections
Qualifications and competencies
- Minimum a bachelor’s degree in engineering; occupational health and safety; environmental science or similar field
- At least 10 years’ experience from HSSE in construction, with a minimum of 5 years in a managerial position
- ISO 45001 and 14001 certifications are highly preferred
- Certificate of “Coordonator în materie de securitate și sănătate în muncă – Cod COR 226303”
- Strong understanding of local and international HSSE regulations and standards
- Experienced in working with energized systems
- Language: Fluent both written and spoken in Romanian and English
Additional information: 12 month contract, driver license
