Main purpose of position
Manage the scope of work related to the contract (s) in Romania delegated to the position and contribute to the successful completion of the entire project.
You will be Scatec’s key point of contact and accountable responsible for the delegated contract (s), and shall manage the cost, schedule, quality, documentation and interfaces with project stakeholders and Contractor (s), as well as safety of personnel and equipment. The responsibility includes supervision and follows up of the works until final handover, control the deliverables from Scatec to the Contractor(s) (as Free Issued Materials, engineering inputs, licenses etc), management of the involved local Scatec team including hired-in supporting teams reporting to the Scatec team in Romania (typically QA, OE etc).
Main responsibilities
- Accountable for the contract (s) delegated by Project Director, shall ensure that all contract conditions will be followed within the quality, time and cost expected. Shall agree and conduct regular meetings with the contractor (s), follow up progress, report deviations and demand / implement corrective actions when applicable.
- Support during elaboration, review and approval of contracts and schedules; be part of the negotiations and evaluations, perform due diligences.
- Organize and lead kick off meetings with suppliers and contractors, define actions and log actions, set regular weekly follow up meetings. Conduct regular weekly meetings with main contractors to follow up progress, discuss critical tasks, plan future activities, demand actions and recovery plan for critical items, document actions and agreed deadlines.
- Responsible to follow up and coordinate internally all deliverables that Scatec has contractual responsibility to provide to contractor (s), secure that those are available as planned. Typical deliverables are licenses, permits, authorizations, engineering and technical inputs, review and approval of drawings and technical specifications from Utility and/or local regulatory authorities, Free Issued Materials, etc. Deviations on those deliverables shall be reported to the Project Director.
- Recruitment and management of the team in Country as defined on the project organization chart. Ensure establishing a strong and efficient management team for the execution phase.
- In cooperation with the Site Manager, manage the following key project disciplines at site: Health and Safety, Environmental management, security, logistics and warehouse, Quality Control, Document control of all quality documentation until TTO, Progress measurement of site activities and Community Liaison (including grievance response); ensure the project is being executed within the contractual requirements and proactively assist the Construction Team.
- In cooperation with the Site Manager, ensure that basic services at site as security, entrance at site, office facilities (supply of electricity, water, cleaning, basic office material), vehicles; keep control of the related budget (in case this responsibility will be delegated)
- Evaluate Variation Order claims from suppliers and contractors, approve or request approval to Project Manager (following approval internal procedures and authorization matrix). Support Project Manager to follow up Variation Orders or other claims towards SPV when applicable, gather documentation.
- Continuously evaluate project KPI’s to ensure positive project performance and identify early risks related to the schedule and budget overruns. Manage the risks and opportunities of the project proactively with mitigations and monitoring.
- Follow the guidelines and prescribed structures as outlined by the operating system and secure successful implementation during Structuring and Execution of the projects; provide continuous input towards improvement and optimization of the operating system
- Manage phase close out at site, contractor’s demobilization, onboarding of O&M team and handover of activities.
Qualifications and competencies
- Degree or equivalent in Administration or Civil/Mechanical/Electrical Engineering
- An excellent knowledge of MS Office
- Project Management Education
- Specialization in Solar and/or renewables
- PMP accreditation
Experience:
- 5+ years management experience of managing large scale construction projects
- This includes the following:
- Handling of licenses and permits
- Handling contracts towards suppliers and contractors, management of a team, cost, time, quality, risk, quality
- 2+ years working with EPC projects
- Ideal
- 5+ years management of renewable energy construction
- Language: fluent both written and spoken in English and Romanian language
- Driver’s license
