Why this role matters:

Scatec is seeking a highly experienced Supply Chain Manager to establish and lead the procurement and logistics function in Romania, building strong relationships with local contractors, suppliers and service providers, and maintain a reliable in-country cost database. The role provides a Supply Chain management service to the Operations organisation through frequent reporting, ensuring that goods and services are delivered on time, within budget, compliant with procurement policies and within the expected quality requirement, while supporting Business Development on early-stage opportunities and managing the local Procurement and Logistics team across projects in country.

 

What you’ll be doing:

  • Provide continuous input towards improvement and optimisation of the operating system
  • Produce and maintain strategic documents, policies and procedures
  • Establish and maintain a cost roadmap and cost database for construction costs in Romania
  • Implement procurement policy and procedure for the respective countries
  • Set up and maintain frame agreements that match the strategic objectives of the spare parts strategy
  • Advise on local account set up for consumable procurement
  • Minimise down time on operations and maximise production through efficient supply chain performance
  • Post Contract management of defects and claims
  • Recruit and train supply chain staff to support EPC and or O&M
  • Manage the training and follow up of relevant EPC and or O&M personnel for the implementation of the procurement policy and procedure
  • Conduct the audit of the implementation of procurement policy and procedure
  • Ensure the implementation of local content and economic development commitments under procurement
  • Responsible for procurement of assets including spare parts
  • Request proposals, evaluate, negotiate, conclude and contract service agreements and supply accounts
  • Manage the warranty claims on behalf of EPC
  • Report on monthly basis to project company board
  • Manage logistics to support delivery of assets to site

What you’ll bring:

  • Degree in Supply Chain Management, B.SC in business administration, Legal degree, B.SC QS or similar
  • Excellent knowledge in Excel
  • Proficient in MSWord
  • Excellent knowledge of PowerPoint presentations
  • Trained in contracts management (FIDIC)
  • Fluent in Romanian and English, written and spoken
  • Established network of contractors and suppliers in the Romanian construction or renewable energy market
  • 10+ years’ experience in Supply Chain
  • 4+ years’ experience in a managerial position
  • Delivered at least two Wind and or PV projects successfully from start to commissioning demonstrating knowledge in all areas applicable
