Why this role matters

As HSSE Lead, you will support project execution by implementing the project HSSE Management System on site and ensuring compliance with Scatec requirements, legal obligations, and international standards. This role focuses on frontline HSSE leadership, site execution, supervision, inspections, incident handling, coordination, and driving safe working practices across construction activities.

What you’ll be doing

In this role, you will:

  • Report on all activities of the Scatec HSSE team to the Scatec HSSE Manager.
  • Attend and actively participate in all HSSE-related meetings.
  • Support the interpretation and application of HSE legislation, project requirements, and international standards applicable to the project.
  • Introduce and follow up on HSE improvement programmes.
  • Oversee the performance of HSSE Inspectors and provide guidance on roles and responsibilities.
  • Distribute HSE procedures, requirements, and information across relevant site teams.
  • Actively support the development of HSSE as a behaviour, not just a policy.
  • Conduct audits and inspections to assess compliance with Scatec HSSE documentation.
  • Stop or temporarily pause work where unsafe conditions or work practices are observed.
  • Ensure suitable and sufficient risk assessments are completed before work starts for any activity.
  • Identify employee training requirements and support worker knowledge of emergency response plans, policies, and procedures.
  • Conduct regular site inspections of construction and installation areas.
  • Support the investigation of incidents and near misses, complete reports efficiently, follow up on corrective actions, revisit risk assessments, and share lessons learned.
  • Ensure permits to work are validated and that HSE procedural requirements are reflected at work areas.
  • Implement environmental mitigation measures and verify adherence to environmental protection requirements in line with local law and project requirements.
  • Arrange site safety coordination discussions and promote Toolbox Talks and Job Safety Analysis across the workforce.
  • Follow up on audit findings and ensure timely closure.
  • Register site observations in the reporting system and follow up with contractors and teams to ensure timely closure.

Your work will help ensure safe and compliant project execution while strengthening Scatec’s HSSE culture on site.

What you’ll bring

Experience and qualifications

  • Relevant experience in HSSE roles supporting construction, installation, or project execution environments.
  • Strong understanding of HSE legislation, project requirements, and international HSSE standards.
  • Experience conducting site inspections, audits, risk assessment reviews, and follow-up of corrective actions.
  • Ability to supervise and guide HSSE Inspectors and coordinate effectively with site teams and contractors.
  • Experience with incident and near-miss investigation, reporting, lessons learned, and corrective action tracking.
  • Strong communication skills with the ability to promote safe behaviours and engage frontline teams.
  • Good command of English and Arabic is preferred for effective site communication and reporting.
