Why this role matters

As HSSE Inspector, you will support safe and compliant execution of OHTL construction and installation activities on site. You will apply professional Safety, Health, Security, and Environmental practices, provide practical guidance to site teams and contractors, and help ensure Scatec’s HSSE requirements, procedures, and project standards are implemented consistently across daily site activities.

What you’ll be doing

In this role, you will:

  • Conduct regular site inspections of OHTL construction and installation areas, including weekly inspections, random inspections with contractor HSE teams, vehicle and equipment checks, housekeeping, PPE adherence, and general HSE matters.
  • Ensure Permit to Work requirements are validated and that HSE procedural requirements are reflected at work areas.
  • Conduct training for newly hired workers involved in working at height activities.
  • Monitor tower foundation, excavation, concrete works, tower assembly, erection, working at height, and tower climbing activities.
  • Verify proper use of PPE, fall protection systems, and safe working methods across OHTL activities.
  • Monitor conductor, earth wire, and OPGW stringing activities, including pulling, tensioning, and sagging operations.
  • Ensure proper control of line-of-fire and stored-energy hazards.
  • Test worker knowledge of emergency response plans, policies, and procedures.
  • Attend and actively participate in HSSE-related meetings.
  • Assist in investigating incidents and near misses, complete reports promptly, follow up on corrective actions, revisit risk assessments, and share lessons learned.
  • Motivate, educate, and coach the workforce on safe working methods and positive safety behaviours.
  • Conduct monthly inspections of Scatec vehicles and support effective tracking of related findings.
  • Implement environmental mitigation measures and verify adherence to environmental protection requirements in line with local law and project requirements.
  • Develop, promote, and deliver toolbox talks, job safety analysis discussions, and site safety coordination sessions.
  • Review contractor-submitted documents and provide information, instruction, or on-site HSE coaching when required.

Your work will help strengthen frontline safety performance, support effective OHTL project execution, and make HSSE a behaviour, not just a policy.

What you’ll bring

Experience and qualifications

  • Bachelor’s degree in Engineering, Occupational Health and Safety, Environmental Science, or a similar field.
  • Minimum 7 years of HSSE experience within construction, including at least 4 years on OHTL projects.
  • Strong understanding of local and international HSE regulations and standards.
  • Experience working with energized systems and high-risk construction activities.
  • NEBOSH International General Certificate or similar qualification is an advantage.
  • ISO 45001 and ISO 14001 certifications are an advantage.
  • Good written and spoken English and Arabic.
  • Effective communication and reporting skills, with a goal-oriented and collaborative approach.
  • Experience in international organisations or matrix-structured environments is an advantage.
